"... is to make it clear to the world that this government does not torture and that we adhere to the international convention of torture, whether it be here at home or abroad." However, he also said that persons should not be prosecuted who tortured and didn't know that torture is bad and banned.
HELLO? Ever heard of the human rights convention? Or even common sense?
That sounds like those folks who sued the US cigarette industry by claiming they didn't know smoking is a health risk.

But, it's a sad truth to the American Education. Yeah, we leave no child behind; we're just making the smart ones more stupid so the idiots don't feel so left out.
